Amends Section 11-20-70 and Section 11-20-73 of the Code of Alabama 1975 to expand powers of county-established agriculture authorities to construct and operate facilities for agricultural businesses, workforce development, and economic development.

Grants agriculture authorities explicit power to design, develop, construct, own, or operate commercial facilities, acquire lands for such facilities, and raise revenue from facility operations to support the authority's mission including payment of expenses and debt.

Authorizes agriculture authorities to participate in various business arrangements including shareholding in corporations, joint ventures, partnerships, and nonprofit entities related to development and operation of facilities and improvements.

Allows authorities to enter into design-build, design-build-operate, and similar project delivery arrangements, as well as leases, licenses, franchises, and concessions for development and operation of projects.

Effective June 1, 2024; passed by Senate on April 9, 2024 and House of Representatives on April 25, 2024.
