• Changes protest procedures for competitive bid contracts by reducing the notice of intent to protest deadline from 14 to 5 calendar days and allowing 7 days to submit a formal written protest to the Chief Procurement Officer.

• Exempts protest procedures from the Administrative Procedures Act.

• Increases the minimum contract threshold requiring a disclosure statement from $5,000 to contracts meeting formal solicitation thresholds under Title 39, Article 5 of Chapter 4 of Title 41.

• Allows alternative disclosure statement forms, permits a single annual disclosure statement for multiple proposals with the same state agency or department, and authorizes electronic certification methods for disclosure statements.

• Becomes effective June 1, 2024.
