Proposes a constitutional amendment to authorize the Houston County Commission to appoint all members to the Houston County Health Care Authority Board of Directors without regard to board nominations.

Requires appointed board members to be of good moral character and prohibits individuals convicted of a felony or offense involving moral turpitude.

Mandates that directors who have completed a six-year term as of the amendment's ratification must have their positions vacated and be replaced by the county commission within 30 days.

Allows directors who have not completed a six-year term to finish their current term, after which all replacements must comply with the amendment's requirements.

Requires the Houston County Health Care Authority to amend its governing documents to reflect the amendment's requirements upon ratification.
