SB283 Summary

• Adds new definition of "pedestrian" that excludes first responders (law enforcement officers, firefighters, paramedics, emergency medical technicians) performing authorized public safety functions within the scope of their employment or volunteer service.

• Requires drivers to exercise due care to avoid colliding with first responders and to yield the right-of-way to first responders on sidewalks, consistent with existing pedestrian protections.

• Specifies that first responders performing seven enumerated functions are not considered pedestrians, including traffic control, emergency response, medical care, and law enforcement activities.

• Makes conforming amendments to traffic and vehicle code definitions throughout Alabama Code, including renumbering several definition sections in the vehicle code.

• Effective date: October 1, 2024.
