SB288 Summary

• Establishes the Alabama Residential Building Code based on the International Residential Code and International Energy Conservation Code, to be adopted and enforced by the Home Builders Licensure Board.

• Creates the Alabama Residential Building Code Advisory Council with 17 members representing various stakeholders to recommend the code to the board by October 1, 2025.

• Requires residential home builders to comply with the Alabama Residential Building Code starting January 1, 2027, and mandates that local building codes adopted after October 1, 2024, meet minimum standards of the state code.

• Establishes the Alabama Residential Building Code Division within the Home Builders Licensure Board and creates the Alabama Residential Building Code Fund in the State Treasury to support code implementation and enforcement.

• Renames the Alabama Energy and Residential Codes Board to the Alabama Commercial Energy Code Board and restricts consumer restrictions on residential fire sprinkler system installation as of October 1, 2024.
