Imposes an annual license tax and registration fee of $5.00 on all motor vehicles, effective October 1, 2024.

Directs all proceeds from the $5.00 fee to the Alabama Public Transportation Trust Fund administered by the Alabama Department of Economic and Community Affairs.

Maintains existing annual license taxes of $13.00 for private passenger automobiles and $7.00 for motorcycles.

Preserves existing fees of $200.00 for battery electric vehicles and $100.00 for plug-in hybrid electric vehicles, with proceeds funding electric vehicle charging infrastructure grants.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
