SB299 Summary

• Adds Section 29-4-7 authorizing the Secretary of the Senate, Clerk of the House, Director of Legislative Services Agency, and Chief Examiner of the Department of Examiners of Public Accounts to expend available funds for promotional items, staff recognition items, commemorative items, and meals for staff during training and legislative sessions, limited to de minimis fringe benefit amounts under IRS guidance.

• Extends similar authority to all state agencies, departments, boards, bureaus, commissions, committees, institutions, corporations, authorities, and offices to expend public funds for promotional items of nominal value, commemorative items, and staff meals during training or extended work sessions, subject to IRS de minimis fringe benefit limits.

• Clarifies the specific Capitol spaces designated for House and Senate use, including second floor offices and rooms in respective wings, and designates rooms 213, 214, and 216 under House Clerk and Senate Secretary control.

• Establishes that if the City of Montgomery closes any streets adjoining property controlled by the Legislature, the Legislature gains control of the entire street and must grant adjacent and surrounding property owners unimpeded access to their property.

• Effective date: October 1, 2024.
