Increases the number of deputy commissioners the Department of Corrections Commissioner may appoint from three to five, all serving at the Commissioner's pleasure.

Renames the "Deputy Commissioner for Prisoner Rehabilitation" position to "Deputy Commissioner for Inmate Rehabilitation" and maintains responsibility for developing programs designed to reduce recidivism.

Authorizes the Commissioner to appoint administrators and up to 15 constituent services employees by March 1, 2025, as exempt employees not required to be certified corrections or law enforcement officers.

Requires constituent services employees to create standardized complaint forms, provide electronic submission options, and respond to all inquiries from constituents, inmates' families, and victims with reports to the Joint Prison Oversight Committee.

Expands Joint Prison Oversight Committee responsibilities to study services provided by the Department of Corrections to constituents and inmates' families, and requires the Department of Examiners of Public Accounts to employ a staff member by September 1, 2024, to assist the committee.
