Changes the notification deadline for candidates declining nomination in primary and general elections from 76 days to 71 days before the election date.

Reduces the deadline for Secretary of State certification of nominees to judges of probate from 74 days to 69 days before the general election.

Changes the filing deadline for presidential elector nominations and petitions from "the 82nd day next preceding the day fixed for" the election to 74 days before the election date.

Takes effect immediately upon enactment.
