SB327 Summary

• Amends Alabama Code sections governing Capital Improvement Cooperative Districts to allow districts to amend their articles of incorporation to add new geographic areas and new projects.

• Authorizes districts to impose rates, fees, and other charges from project users or from business and property owners within the district, subject to approval by governing bodies as required by the certificate of incorporation.

• Permits districts to use any of their funds to pay for construction costs of new projects added through amendments.

• Requires board adoption of amendment resolutions and approval by the governing body of each member county, municipality, or public corporation before amendments become effective.

• Becomes effective October 1, 2024.
