Amends the Students First Act of 2011 to revise definitions, including changing references from "chapter" to "article" and "persons" to "individuals," and creates the Assistant Administrator Accountability Act.

Allows school systems to employ assistant superintendents, assistant chief school finance officers, and assistant principals hired on or after July 1, 2024, on a contract basis instead of under tenure protections.

Contract positions have initial terms of not less than 3 years, can be canceled for cause listed in the statute, and provide limited hearing rights before circuit court or mediator within 45 days of cancellation or nonrenewal.

Assistants can voluntarily relinquish continuing service status earned before July 1, 2024, and agree to contract employment, and school systems that opt into the contract system cannot revert to tenure without passage of a local legislative act.

Requires public two-year institutions of higher education to employ executive and administrative management personnel (president, vice president, deans, directors, deputies, chiefs) hired on or after July 1, 2024, on a contract basis.
