Establishes the Alabama Racing Commission with five governor-appointed members to regulate horse racing with pari-mutuel wagering under the Horse Racing Modernization Act.

Creates licensing requirements for racetrack owners and operators, satellite facilities, and participants in horse racing; requires local referendum approval before initial licenses are granted for tracks or satellite facilities.

Implements taxation on pari-mutuel wagering pools including license fees (1.5%), Alabama Breeders Fund contributions (1%), purse funding (4-5%), and establishes tax distribution to racing organizations and horse breeding research.

Enters Alabama into the Interstate Compact on Licensure of Participants in Live Racing with Pari-mutuel Wagering to establish uniform licensing standards across party states.

Establishes criminal penalties including Class C felonies for unlicensed wagering, fraudulent use of credentials, drug administration to horses, bribery of participants, and racing under false names; prohibits wagering by persons under 18 years of age.
