Appropriates $30,000,000 from the Opioid Treatment and Abatement Fund for fiscal year ending September 30, 2024.

Awards $1,000,000 to Department of Corrections for medication for opioid use disorders (MOUD) programs in state prisons.

Allocates $5,490,000 to Board of Pardons and Paroles for substance abuse disorder treatment, recovery services, housing, prevention, and service navigation programs.

Provides $20,510,000 to Department of Mental Health for Medicaid matching funds, residential detox, the 988 Crisis Line ($3,000,000), prevention and treatment grants ($8,060,000), mental health courts, and veterans pilot programs.

Funds Auburn University ($1,000,000) and University of Alabama at Birmingham ($1,000,000) for pharmacy and psychiatry residency programs related to substance abuse, and provides $1,000,000 to Department of Public Health for Naloxone distribution.
