Applies only to Cherokee County and establishes a permit requirement for ATV parks effective October 1, 2024, with a maximum permit fee of $50.

Defines an ATV park as a privately-owned location charging fees that meets two or more criteria: over 100 acres, over 100 ATV operation fees in a calendar month, over $2,000 in monthly fees, or has hosted an ATV race.

Requires permit applicants to submit emergency services contracts, detailed maps showing property boundaries, access points, trails, water channels, and prohibited riding areas, plus operator contact information and liability insurance details.

Authorizes civil fines up to $5,000 for operating without a valid permit and up to $500 for violating established operating hours, with fines collected deposited into the county's road and bridge fund.

Requires ATV park operators to follow Alabama Forestry Commission best management practices for forested watersheds and creek/stream usage, subject to inspection by county or contracted state inspectors.
