• Authorizes the Town Council of White Hall in Lowndes County to permit a licensed charitable bingo operator at 6999 Highway 80 West, Hayneville to conduct pari-mutuel wagering on simulcast past events and live horse and greyhound races from out-of-state racetracks.

• Council must adopt rules governing simulcast programming conditions and pari-mutuel wagering, subject to federal law requirements.

• Council revenue is limited to commission fees from horse racing and greyhound racing wagers placed at the White Hall facility, with no other revenues from simulcast programming permitted.

• Pari-mutuel pools may be restricted to bets made only at the White Hall facility, or alternatively may include bets from the originating racetrack and other out-of-state locations, provided White Hall bets are administered under council rules.

• Prohibits off-track betting at any other location in the state and preserves all existing state and local laws restricting gambling outside the council's jurisdiction; becomes effective on the first day of the third month after passage and gubernatorial approval.
