Extends the Alabama Homeowners' Association Act requirements to apply to all homeowners' associations, regardless of formation date, removing the January 1, 2016 threshold and opt-in provision for older associations.

Limits declarant control of the homeowners' association board of directors to a maximum of five years following the declarant's first conveyance of a lot to a non-declarant owner.

Requires at least one member and 25 percent of board seats to be elected by lot owners (not the declarant) within 90 days after 50 or more lots are conveyed to non-declarant owners.

Requires at least 60 percent of board seats to be elected by lot owners (not the declarant) within 90 days after 100 or more lots are conveyed to non-declarant owners.

Becomes effective October 1, 2024, and applies retroactively to existing associations.
