Adds Juneteenth (June 19) as a state holiday in Alabama under Section 1-3-8 of the Code of Alabama 1975.

Removes the automatic closure of all state offices on Jefferson Davis' birthday and Juneteenth by providing state employees the option to observe either holiday.

Requires each state agency to establish a policy allowing employees to choose between observing Jefferson Davis' birthday (first Monday in June) or Juneteenth as their state holiday.

Maintains existing provisions allowing state offices to remain open on holidays with written notice to the State Personnel Board at least 60 days in advance, or in emergencies.

Becomes effective October 1, 2024.
