AL SB39

Amends Alabama Code sections 33-7-71, 33-7-72, and 33-7-74 to establish voluntary dam safety procedures for state-owned dams and reservoirs whose owners elect to participate.

Requires participating owners to ensure dams and reservoirs are inspected by a licensed engineer at minimum once every four years, with inspection records delivered to local emergency management agencies.

Establishes that local emergency management agencies have no inspection or regulatory duty or responsibility, and dam inspection records are not public documents.

Clarifies that participation does not relieve dam owners of legal duties, obligations, or liabilities related to dam ownership or operation.

Becomes effective October 1, 2024.
