Prohibits out-of-network ground ambulance providers from balance billing enrollees for emergency ground transport, limiting collections to the enrollee's in-network cost-sharing amount (deductible, coinsurance, or copayment).

Requires insurers to pay out-of-network ground ambulance providers the median in-network amount for their geographic area, determined by core-based statistical area or county, minus the enrollee's cost-sharing obligation.

Authorizes the Commissioner of Insurance to contract with a nonprofit entity to gather healthcare cost data and calculate median in-network amounts, which must be updated annually and made available to insurers and ground ambulance providers.

Establishes dispute resolution procedures between insurers and out-of-network ground ambulance providers, excluding enrollees from participating in payment disputes between the insurer and provider.

Effective January 1, 2025.
