AL SB60

Authorizes the Alabama Department of Economic and Community Affairs to facilitate development, improvement, maintenance, and construction of inland ports and intermodal transfer facilities across the state.

Creates the Inland Ports and Intermodal Development Fund to receive annual appropriations of $2,000,000 from the State General Fund, effective fiscal years 2026-2028 (renewable by legislative action).

Establishes competitive grant program for publicly-owned inland port and intermodal facility projects with local minimum participation of 20 percent of project costs and priority given to projects reducing highway congestion and increasing port tonnage.

Limits eligible fund uses to capital improvements, dredging near existing ports, infrastructure rehabilitation, intermodal development, and planning assessments; excludes routine maintenance, new port construction without feasibility studies, and administrative expenses.

Caps department administration of grant program at $5,000,000 in any single fiscal year; unexpended funds carry forward but must revert to State General Fund after three years.
