• Appropriates $2,243,062 from the Youth Services Reimbursement Fund for Diversion Programs to the Department of Youth Services for fiscal year ending September 30, 2024.

• Appropriates $7,300,000 from the Veterans' Assistance Fund to the Department of Veterans' Affairs, with $7,000,000 for the Supporting Alabama's Veterans Grant Program and $300,000 for Alabama Veterans War Memorial renovations in Montgomery.

• Appropriates $254,125,169 from the State General Fund to 24 executive, legislative, and judicial agencies including $150,000,000 for prison construction, $20,000,000 for State House parking deck, $20,000,000 for site development grants, and $9,833,000 for law enforcement equipment and cameras.

• Directs Personnel Department to contract for comprehensive review of state employment policies with recommendations due by January 1, 2026, funded with $500,000.

• Becomes effective immediately upon enactment.
