AL SB68

Grants a two percent salary increase to all state employees, judicial personnel, legislative personnel, and county health department employees subject to the State Merit System, effective with the first pay day on or after October 1, 2024.

Excludes from the increase any local supplements provided to judges and local employees whose salaries are tied to state employees.

Does not apply to Merit System employees or hourly employees whose compensation is covered by any labor agreement or contract.

Directs the Director of State Personnel, Administrative Director of Courts, and legislative leaders to revise pay plan schedules and certify the changes to the State Comptroller for warrant issuance.

Requires appropriations to be made through annual budget acts for affected entities rather than making direct appropriations in the bill itself.
