Appropriates $39,531,128 from the Children First Trust Fund for fiscal year 2025 to 11 entities including the Alabama Department of Human Resources ($10,295,965), Department of Youth Services ($8,107,318), and State Multiple Needs Children's Fund ($4,358,550).

Requires all tobacco settlement revenues designated for the Children First Trust Fund to be deposited within 30 calendar days of receipt and directs quarterly allocations to agencies beginning each fiscal quarter when funds are available.

Transfers Children First Trust Fund receipts currently allocated to the State Board of Education to the State General Fund during fiscal year 2025.

Appropriates an additional $49,596,888 from other tobacco settlement funds for fiscal year 2025, with the largest allocation of $30,103,496 to the Alabama Medicaid Agency and $16,000,000 for 21st Century Debt Service.

Conditions fund allocations on receipt of tobacco revenues and requires agencies to submit plans of investment including quality assurance items, measurable success standards, and reporting to the Joint Interim Legislative Oversight Committee.
