Mandates that emergency rules, orders, or directives issued by the State Health Officer must be approved by the Governor and filed with the Secretary of State before taking effect.

Authorizes the Governor to approve or deny any statewide action proposed by the State Health Officer that would restrict, limit, or burden the conduct of private citizens or businesses.

Prohibits the State Health Officer or Governor from requiring vaccination against COVID-19 or any variant.
