Prohibits state-funded public K-12 schools from membership in athletic associations that prohibit or discourage member schools from competing against non-member schools through policies, procedures, or other instruments.

Prohibits public K-12 schools from membership in athletic associations that unreasonably withhold approval or support for another athletic association's application to become a National Federation of State High School Associations affiliate member.

Prohibits state-funded public K-12 schools from competing against non-member schools unless those non-member schools' athletic associations mandate preparticipation physical examinations, implement comprehensive concussion management protocols, and comply with National Federation of State High School Associations rules.

Requires non-member schools' athletic associations to restrict athletes to those under 19 years of age on August 1 of the school year, use certified game officials, and comply with state laws including Chapter 30D of Title 16, Code of Alabama 1975.

Does not influence membership or governance of nonpublic schools or affect autonomy granted to nonpublic K-12 schools under state law; effective July 1, 2024.
