Changes Robert E. Lee Day observance from the third Monday in January to the second Monday in October.

Removes duplicative holiday naming language by consolidating "Columbus Day and Fraternal Day" with "American Heritage Day" and "Robert E. Lee Day" all on the second Monday in October.

Reorganizes Alabama Code Section 1-3-8 to modernize language and eliminate redundant provisions regarding state holidays while maintaining all substantive holiday designations and requirements.

Maintains existing provisions for personal leave days, compensatory leave scheduling, bank closures, and emergency office operations on state holidays.

Designates December 1 annually as Mrs. Rosa L. Parks Day with an effective date of October 1, 2024, allowing counties and municipalities to elect to observe it as a holiday.
