SB86 Summary

• Proposes a constitutional amendment to limit the Tuscaloosa City Board of Education's jurisdiction to only territory within the corporate limits of the City of Tuscaloosa, effective for the school year beginning in August 2025.

• Territory currently under the Tuscaloosa City Board's jurisdiction outside city limits will transfer to the Tuscaloosa County Board of Education or other applicable city boards of education upon ratification.

• For the ad valorem tax year beginning October 1, 2024, one-fourth of revenue collected from taxes levied outside city limits shall be distributed to the Tuscaloosa County Board of Education.

• Starting October 1, 2025, ad valorem taxes levied before the amendment's ratification on property outside city limits will continue to be collected and used solely for educational purposes outside the city limits.

• Allows attendance agreements between the Tuscaloosa County and City school boards on a transitional basis and requires voter approval by majority of qualified electors voting on the amendment.
