Proposes a constitutional amendment requiring each local board of education to adopt policies mandating K-12 public schools broadcast or perform the first stanza of The Star-Spangled Banner at least once per week during school hours.

Requires the banner be played Monday through Thursday, or if not played during the week, it must be broadcast Friday morning.

Allows local boards to select recordings of the first stanza archived and available on the Library of Congress website, or alternatively permit school-sanctioned band programs, choral programs, vocal groups, or vocalists to perform it from original sheet music.

Amendment becomes effective upon ratification by a majority of qualified electors voting on the proposed constitutional amendment.

Includes historical context of The Star-Spangled Banner's origins from the War of 1812 and its official designation as the national anthem in 1931.
