Creates the State Employee and Education Employee Health Insurance Joint Interim Study Commission to examine health insurance plans for state employees, education personnel, and teachers.

Commission shall compare Alabama's health insurance benefits with southeastern states, determine competitiveness, and provide recommendations for modifications.

Commission must perform in-depth analysis of fiscal ramifications and potential efficiencies from consolidating administrative functions of the State Employees' Insurance Board (SEIB) and Public Education Employees' Health Insurance Board (PEEHIB).

Commission comprises 13 members including representatives from both insurance boards, state finance/personnel directors, legislative committee chairs, minority party legislators, and a business/industry policy specialist appointed by the Lieutenant Governor.

Commission shall report findings and proposed legislation to the Legislature by January 1, 2025, at which time it shall be dissolved.
