Designates the portion of Alabama State Highway Route 127 between Athens and Elkmont in Limestone County as the Representative Tommy Carter Highway.

Directs the Department of Transportation to coordinate with local governing officials to consider the designation and erect appropriate signs or markers consistent with applicable requirements and laws.

Honors former Representative Tommy Carter for 36 years of service in the Alabama House of Representatives (1970-2006) representing the fifth district.

Recognizes Carter's community contributions including his role as Chairman of the House Rules Committee for over 12 years and his support for Athens State University.
