Commemorates the life and death of Cecil "Hootie" Ingram of Tuscaloosa, Alabama, who died at age 90.

Recognizes Ingram's athletic career at the University of Alabama, including 10 interceptions in 1952, All-SEC honors, and an 80-yard punt return in the 1953 Orange Bowl.

Acknowledges Ingram's coaching career at Wake Forest, Virginia Tech, Georgia, Arkansas, and Clemson (1970-1972), and administrative roles at the SEC, Florida State (1981-1989), and University of Alabama Athletics Director (1989-1995).

Notes Ingram's induction into the Alabama Sports Hall of Fame in 1991 and receipt of the UA National Alumni Association's Paul W. Bryant Alumni-Athlete Award in 2007.

Expresses condolences to Ingram's surviving wife of 69 years, Mary Antoinette Snider Ingram, and his three children and six grandchildren.
