Changes Alabama law to restrict when law enforcement agencies can delay disclosure of body-worn and dashboard camera recordings to only situations where disclosure would "substantially interfere" with an ongoing investigation or prosecution, rather than merely "affect" it.

Requires agencies to provide written notice to requestors stating the specific basis for withholding a recording and the estimated disclosure date.

Mandates agencies reassess the need for continued withholding every 30 days and notify the requestor of the basis for any ongoing delay.

Establishes a maximum 6-month delay period from the date of the request, after which recordings must be disclosed regardless of investigation status.

Becomes effective October 1, 2025.
