Continues the existence and functioning of the Alabama Board of Optometry until October 1, 2029, pursuant to the Alabama Sunset Law.

Increases per diem paid to board members from $250 to $400 per day for attendance at board business.

Permits the board to communicate with licensees through multiple methods including registered mail, common carriers, and electronic mail (in addition to traditional mailing).

Creates the Alabama Board of Optometry Fund in the State Treasury to hold all board receipts, with funds disbursed by warrant of the Comptroller; unencumbered balances carry over to the next fiscal year rather than reverting to the General Fund.

Removes the secretary's registry's status as the official book of records while preserving its use as a reference document.
