AL HB13

Prohibits the sale or transfer of an assault weapon to any person under 18 years of age, making the offense a Class B felony.

Prohibits any person under 18 years of age from possessing an assault weapon, making the offense a Class C felony.

Defines "assault weapon" to include semiautomatic rifles with detachable magazines and certain features (pistol grip, folding stock, flash suppressor, etc.), semiautomatic pistols with detachable magazines and specified features, shotguns with certain characteristics, and parts that can be assembled into assault weapons.

Excludes antique firearms, permanently inoperable firearms, and manually operated firearms (bolt, pump, lever, or slide action) from the definition of assault weapon.

Takes effect on October 1, 2025, and provides penalties supplemental to any other existing firearms laws.
