Amends Section 36-1-4.3 of the Alabama Code to expand allowable payroll deductions for state employees when at least 200 participating employees request them.

Adds "financial instruments" as a new category of permissible deductions alongside existing categories of membership dues, voluntary contributions, and insurance premiums.

Defines "financial instrument" as an executed agreement or contract for specified repayment terms, with the state bearing no liability on repayment between employees and financial institutions.

Allows the State Comptroller to collect an administrative fee not to exceed one percent of total deductions withheld.

Becomes effective October 1, 2025.
