HB144 Summary

• Creates a mechanic's lien for persons who store, fuel, repair, or perform maintenance work on aircraft, with lien amount equal to either the contracted price or reasonable and usual compensation if no contract exists.

• Lien is subordinate to any Uniform Commercial Code security interests perfected before the work was provided, unless the secured party authorized the work.

• Lien holder may record with the Federal Aviation Administration Aircraft Registry within 180 days of work completion by filing a verified document containing lien holder information, amount due, aircraft description, and owner details.

• Lien holder may record with the Alabama Secretary of State within 180 days for aircraft registered outside the United States or unregistered aircraft by filing an affidavit with similar information; inaccurate owner address does not invalidate the filing.

• Becomes effective October 1, 2025.
