Amends Section 22-40A-12 of the Code of Alabama 1975 to authorize Class 2 municipalities to establish delegation agreements with the Alabama Department of Environmental Management for local enforcement of the Alabama Scrap Tire Environmental Quality Act.

Grants municipal courts in Class 2 municipalities jurisdiction over violations of the Scrap Tire Environmental Quality Act.

Establishes criminal penalties for violations in Class 2 municipalities: Class C misdemeanor for accumulating scrap tires in violation, Class B misdemeanor for processing scrap tires in violation, and Class A misdemeanor for transporting scrap tires in violation.

Requires municipalities with delegation agreements to provide quarterly reports to the department, submit written investigation reports within 10 days of initial investigation, investigate complaints regarding scrap tires, investigate illegal dumping, and review manifests of scrap tires at businesses.

Becomes effective June 1, 2025.
