• Amends Alabama Code sections 32-7A-4, 32-7A-5, and 32-7A-6 to allow motor vehicles registered in another state to comply with insurance requirements of their state of registration instead of Alabama's minimum requirements.

• For out-of-state registered vehicles, liability insurance policies, bonds, or cash deposits must conform to the laws of the state where the vehicle is registered rather than Alabama's standards.

• Clarifies that operators carrying evidence of insurance from their vehicle's state of registration can satisfy Alabama's requirements when presenting proof to law enforcement.

• Allows electronic display of insurance evidence on cellular phones or electronic devices, with protections preventing law enforcement from accessing other content on the device.

• Becomes effective October 1, 2025.
