Adds Juneteenth (June 19) as an official state holiday in Alabama, effective June 1, 2025.

Reorganizes and clarifies the list of 13 state holidays with specific dates, including New Year's Day, Martin Luther King Jr.'s birthday, Memorial Day, Independence Day, Veterans' Day, Thanksgiving, and Christmas Day.

Maintains Confederate Memorial Day (fourth Monday in April) and Jefferson Davis' birthday (first Monday in June) as separate state holidays alongside newly added Juneteenth.

Preserves existing provisions for Mardi Gras observance in Baldwin and Mobile Counties, personal leave days for state employees, and compensatory leave for employees working on holidays.

Makes technical updates to existing holiday code language for clarity and consistency.
