• Amends Alabama Code Section 32-8-84 to allow towing companies to report towed motor vehicles to the Department of Revenue immediately after towing, rather than waiting the standard 5 calendar days required for other unclaimed vehicles.

• Requires persons in possession of unclaimed motor vehicles to use the National Motor Vehicle Title Information System (NMVTIS) to determine the vehicle's title state and submit records requests within 5 calendar days to obtain owner and lienholder information.

• Mandates certified mail notification to vehicle owners and lienholders within 5 calendar days of receiving title records, including location, business hours, charges, storage rates, and contact information, plus specific language warning that vehicles not redeemed within 30 days will be considered abandoned.

• Imposes forfeiture of garaging, parking, and storage claims and liens for persons who fail to report unclaimed vehicles or notify owners, though towing and repair claims are exempted from forfeiture.

• Takes effect October 1, 2025; passed by the House on February 27, 2025 with a vote of 100-0-3.
