HB169 Summary

• Appropriates funds from the Education Trust Fund and other sources for Alabama public education support, maintenance, development, debt service, and capital outlay for fiscal year ending September 30, 2026.

• Funds shall be paid from the State Treasury to the Education Trust Fund, Alabama Peace Officers' Standards and Training Fund, Impaired Drivers Trust Fund, Driver Education and Training Fund, Special Education Catastrophic Fund, Public School Fund, and other listed funds, subject to the Budget and Financial Control Act and Budget Management Act of 1976.

• State Employees' Insurance Board (SEIB) rate set at $1,025 per month for each full-time employee for fiscal year 2026, with the Board adjusting the insurance program to maintain the fixed rate.

• At-Risk and High Hopes appropriations to be split with 50% at the State Superintendent's discretion and 50% awarded as grants to school systems for programs designed to enhance outcomes for at-risk students, with follow-up reports required by July 31, 2026.

• Becomes effective October 1, 2025.
