Appropriates $342,125,000 from the Education Trust Fund Advancement and Technology Fund to public institutions of higher education for fiscal year ending September 30, 2025, distributed among 16 universities and the Alabama Community College System.

Appropriates $907,875,000 to the Department of Education, Alabama Institute for Deaf and Blind, Board of Youth Services School Districts, and several specialized schools to be allocated to local boards of education and charter schools statewide.

Allocates $2,000,000 specifically for teacher professional development through the Ed Farm Classroom of Tomorrow program for technology tools and professional development services to classroom teachers.

Reappropriates $35,057,322 in unexpended and reverted funds from fiscal year 2024 to specific local school boards and entities including Montgomery County ($25,844,793), Chambers County ($2,975,100), and others.

Requires State Superintendent approval for Department of Education fund expenditures and mandates a report on the Ed Farm initiative by October 1, 2026; becomes effective immediately.
