Appropriates $1,326,157 from the Education Trust Fund to Talladega College in Talladega, Alabama for fiscal year ending September 30, 2026.

Appropriation is subject to the Budget and Financial Control Act and Budget Management Act of 1976 under Alabama Code.

Requires Talladega College to submit an operations plan with goals and measurable performance indicators and an audited financial statement for fiscal year 2024 before funds are released.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report for fiscal year 2026.

Becomes effective October 1, 2025.
