Appropriates $450,000 from the Education Trust Fund to Southern Preparatory Academy in Camp Hill, Alabama for fiscal year ending September 30, 2026.

Requires submission of an operations plan for fiscal year 2026 with goals and measurable performance indicators, subject to Director of Finance approval before funds are released.

Requires submission of an audited financial statement for all operations during fiscal year 2024 prior to fund release.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, plus an end-of-year performance report for fiscal year 2026.

Becomes effective October 1, 2025, and requires the Director of Finance to forward all required reports to the Legislative Council in a timely manner.
