• Requires custodial parents of Medicaid-approved children to enroll the child in available employer-provided health coverage when the parent has access to it.

• Allows courts to order noncustodial parents subject to child support obligations to provide health coverage for approved children when they have sufficient income.

• Authorizes the Medicaid Agency to recover payments made for a child's medical care through civil suit against parents who fail to elect available employer-provided or court-ordered health coverage.

• Permits the Medicaid Agency to garnish state tax overpayments owed to parents in cases where civil judgments are entered in the agency's favor.

• Deems parents to automatically authorize employers to release information to the Medicaid Agency necessary to enforce the requirement; becomes effective October 1, 2025.
