Adds households whose sole source of income is veterans' benefits to the existing exemption from solid waste collection fees in Alabama Code Section 22-27-3.

Households with Social Security benefits as sole income were already exempt; this bill extends the same exemption to veterans' benefits recipients.

Defines "veterans' benefits" as any benefit, program, service, commodity, function, status, or entitlement pertaining to veterans, their dependents, survivors, or other eligible individuals under U.S. Department of Veterans Affairs and Alabama Department of Veterans Affairs laws and rules.

Requires households seeking the exemption to present proof of income to the county health officer no later than the first billing date of each year the exemption is desired.

Becomes effective October 1, 2025.
