Maintains the $5 registration fee for disabled veteran license plates, which serves as the license fee in lieu of regular motor vehicle registration fees.

Allows disabled veterans to apply the $5 registration fee to any license plate category they qualify for, rather than only the disabled veteran category.

Requires disabled veterans seeking distinctive or personalized license plates to pay any additional fees beyond the $5 registration fee.

Takes effect on January 1, 2026.
