HB207 Summary

• Expands the Office of Information Technology's authority to include cybersecurity services and absorbs functions previously handled by the Division of Data Systems Management and Telecommunications Division of the Department of Finance.

• Authorizes the Office to create a technology quality assurance board (in consultation with the Governor) to establish ethical guidelines, security controls, and compliance mechanisms for novel technologies used by state agencies.

• Creates a Telecommunications Revolving Fund in the State Treasury to receive user fees, direct appropriations, and other telecommunications-related funds, with balances carrying over annually rather than reverting to the General Fund.

• Establishes authority for the Office to conduct criminal history background checks on employees and contractors with access to state telecommunications, information technology, or cybersecurity infrastructure, with results marked confidential and excluded from public disclosure.

• Repeals Article 8 (Division of Data Systems Management), Article 9 (printing and publications manager), and Article 11 (Telecommunications Division) of Chapter 4 of Title 41, effective October 1, 2025.
