Authorizes the Calhoun County Commission and municipal governing bodies to regulate halfway houses, substance abuse rehabilitation facilities, and sober living facilities through resolution.

Permits regulations to include permit requirements, size limitations, location restrictions with minimum distances from specified locations, limits on tenants per room, and civil penalties up to $1,000 per day per resident for violations.

Requires notice and a hearing before any penalties are assessed and allows enforcement through civil action in Calhoun County Circuit Court against facility owners.

Mandates that all resolutions prohibit registered sex offenders from residing in any regulated facility housing court-ordered residents or those supervised by the Calhoun County Community Punishment and Corrections Authority, Inc.

Takes effect June 1, 2025, and automatically repeals on June 1, 2028.
