AL HB212

Requires persons engaged in the business of cutting, trimming, severing, or uprooting aquatic plants in public waters to employ commercially reasonable methods to remove plant matter from those waters.

Establishes violation as a Class C misdemeanor with a minimum fine of $500 to be remitted to the primary enforcing law enforcement agency.

Directs the Department of Conservation and Natural Resources to adopt rules implementing the requirement and establishing what constitutes commercially reasonable removal methods.

Becomes effective October 1, 2025.
